Filing writ in HC to get transfer on grounds of false criminal charges

My inlaws are harassing me to the extreme by filing fake cases against me like 498a, DV etc. They are also interfering in my service matters. I have applied for transfer to other state but it is not being considered. Can i can file a writ before HC to get the transfer on the said grounds?
