Filed criminal case filed against mandal office for NOC for land

I am a widow and a Hindu.when I went to mandal office for Noc for my lands,I was asked to pay a huge sum for the same then later the mandal officer was caught by the acb. then his assistant assured that he will get the same for me .i was cautious enough not to pay all at once but he promised to sell the lands also.and took money to pay survey officials and pretended that there is more land than recorded etc finally he gave the noc but it was bogus finally I filed a cheating case against him and two associates but proof is weak as there is not much evidence of giving the money by me the major mistake I made that he was an employee at the mandal office whereas he had been employed by the mandal official caught by acb to accept money on his behalf how strong is my case and whether I can also file a civil case against this cheat I am not going to let him go Scot free.though the police has taken up the case filed in August 2015 I don't know how good the case is
