Family residing in garage in our building premises creating nuisance

There is family residing in garage in our building premises creating nuisance. Ali though they have been living there for last so many years but for last six month's they are creating nuisance, making life difficult for the everyone. As they are living right under our flat, we suffer the maximum. Have filed police complaint but they don't seem to listen. Have obtained NC from local police station. Is there any way we can ask authorities to drive them out as in my understanding it is illegal to stay in garage. They are not paying any rent to their landlord for several month. Landlord too stays in the same building but are not willing to do anything about them.
You will have to definitely spell out what nuisance they have been creating. It may be the case that you have not properly described to the concerned authorities as to what nuisance is being caused and may be therefore, no action is taken.

First you can take information through police station by right to information act. If they dont give any response then you can file a letigation in court
