Elopement of a girl with a boy

My relatives daughter run away with a boy.The girl is 18+ but boy is not 21.we gave missing report to the police but till now no action has been taken from the police. The boys relatives took us to the boy and girl .the girl says that she doesn't want to come home.since then she is living with boy's relatives and parents.they doesn't allow us to meet the girl alone.what should we do? Can we register an FIR against the boy and his relatives of kidnapping and detaining the girl. Religion Hindu
