Domestic violence by family for silly reason. Need expect advice for t

Hi, My friend (girl) is facing domestic violence by her own family members (brother and mother). Beaten up for silly reason. She is fearing to leave the family and come outside. she doesn't want to stay at government shelter. Also, She fears if official complaint passes, what if they do more. Is there any ways to stay at home, by providing counselling or regular legal support (as of government officials make sure she is safe).
Of course, this is a serious matter. A woman cannot be subjected to any form of violence. This is very abusive and the Court of law definetly has protective measure to protect the life of the woman and her safety also action will be taken against the Accused. There is no need to fear because adequate legal measures are available to ensure the safety of the woman.
