Does BNSS 2023 cr code stop jugaad

Politician do jugaad and register false cognizable FIR against ACP. ACP gone untraceable. Then politician himself go untraceable fearing arrest for corruption. No way to stop false FIR by police. Then court doing jugaad and issue warrant for arrest. Then police doing jugaad and say not able to serve warrant. complainant doing jugaad and say accused is untraceable. Does BNSS 2023 cr code stop jugaad of cr court system
