dissmissal of criminal case at court

on a complaint of share broker a criminal case started in 1996 and last month only chargesheet submitted and given to accused.section are 467,420 and 120B. HOW such case be dismissed and whats the supreme court guideline if any for such old cases. iam now 67 yeaes old .please suggest
Firstly it seems quite odd that the Chargesheet only has been submitted after 28 years or more and more information is required on that part.
Moreover there are specific guidelines to dispose of old matters first in a speedy manner. You can also approach the Hon'ble High Court for quashing.
