Discharge petition can be file in lower Court under sec 354 CRPC case

Under 354CrPc PRC case, can ACMM court can decide discharge petition or has no power, and simply frame CHARGES and forward to SESSION COURT. Please guide. Thanks SMQ.
After amendment some sections are non bailable and also come under court of sessions, you have to file before sessions court , for discharge , if you have ground or not attracting sections of the offence details cont advocate
