Deal is cancelled and seller confirmed to return money but not returni

1. We purchased plot from one friend.n2. However, NA (non agricultural registration) process was open & we put the condition that post NA size of plot should be intact based on deal.n3. Post NA size was not same.n4. We paid 6 lakh advance and 2 returned from it n5. However, remaining amount is not returned and seller is not answering at all.
