Corruption : Appointment on basis of fake certificate

I have investigated the case of appointment of 8 candidates in Bihar Health department on basis of fake certificate from forged institute of Kolkata. Filed compliant to department but it is rotating from here and there as Government people are involved in this scam.Hired the lawyer and filed case in Patna High court.It is almost one year nothing has happened and it is long in the Q. Want to purse the same in kolkata as forged certificate used are from shut down and non recognized course from kolkata.Advice on this and lawyer fees on this will be appreciated.

ok got fake certificate from forged Institute of Kolkata if government people are involved no issues file the case against them too.. the course in non recognised which is in Kolkata you can file a new case in Calcutta High Court or transfer the same case from Bihar High Court to Calcutta High Court...

unless the certificates are being used for some purposes in govt bodies or in other words unless those are relied upon by some state agency the jurisdiction of writ court cannot be invoked. also unless the cause of action is within the territorial jurisdiction of a certain writ court it won't be able to exercise its writ jurisdiction over such matter. my understanding is since the certificate issuing authority is not a govt body or a state entity and the health department is of a different state Calcutta High Court will lack jurisdiction to entertain your writ.
