Committed a crime as a child, not reported can it be reported now?

sir ifa 15 year old teenage boy had commited a crime to a mentally ill child and now the accused is 22 year old and no body knows about the crime even the child has forgot but if somehow the crime come into eyes of law what punishment will the accused person will get

You have not disclosed the complete facts to answer your query in proper manner. Like what wrong you have committed with him/her. Only after knowing the wrong, a correct advise can be given to you. You can contact through e-mail, phone or video conferencing for further legal advise.

However, you should remember that nobody ever forgets any offence committed with his/her, even if the person is mentally sick. You are advised to keep distance from the victim, do not go near him/her so that he/she recognise you. Your appearance or presence can kick start his/her memory to regained or remember that wrong and that person can disclose to others. In such circumstance any false accusation can be initiated against you by his/her family members.
