Clarification on rule 64 of NDPS , 1985

In the ndps rules, 1985, under rule 64 only possession, sale, distribution, manufacturing and consumption of psychotropic drugs in schedule i is prohibited which means that consumption etc. of lsd, psylocibin, ecstasy etc. is legal. If it is true then why does media reports as if they are illegal to posess, consume, sell etc? And also the police sometimes arrests people for doing so (as the media reports).
As per your query i want to tell you that in the NDPS rule,1985 under time 64, ingredients of that item is ban and is come under NDPS schedule.so consumption of ISD, psylocibin,ectasy etc. Is illegal.
