The first option before you is to register an F.I.R. against the person concerned with the local police. The police will register a case u/s 420 of the IPC. If the police does not register the FIR then you can approach the SP. Thereafter if there is still no response, you can file a complaint case.

The act done or committed by the person attracts section 25 and section 415 of the IPC. Section 25 speaks about the definition of 'fraudulent' and section 415 deals with 'Cheating'. Well let me know first of all do you know the person, mean his office or residential address? If yes then file an FIR immediately against him. If you know his name and address, it will be easier and less time taking to initiate case against him and put him behind the bar. And definitely you will get your money back if a strong case is initiated against him.
