Thank you for your query. The removal of a DVR-based security surveillance system and its replacement with a Wi-Fi CCTV system, where access is restricted to office bearers, raises concerns regarding transparency, accountability, and compliance with society byelaws. As per the model byelaws governing housing societies, any decision involving the installation or modification of security systems must typically be approved in a general body meeting, ensuring members' consent. Restricting access to CCTV footage solely to office bearers and tampering with records is a serious violation, especially if such actions are intended to conceal corruption or manipulate evidence. The society must maintain transparency in managing security footage, and access should be available to authorized members, such as the managing committee and, in some cases, the manager, for legitimate purposes. If tampering of records is evident, it may amount to criminal misconduct under relevant laws. You may raise this issue in writing with the managing committee, request access to the CCTV policy, and demand an explanation. If no satisfactory response is received, you can escalate the matter to the Registrar of Societies or approach the courts for redressal. I can assist you in drafting a complaint or representation if needed.

Well, nothing has been specifically mentioned in bylaws of the Co-Operative Housing Societies Act, 1960 and its Rules, even, in amended versions, that, CCTV Access will remain confined to the Managing Committee of the Society.
