CBSE school not issuing TC for my daughter

CBSE affiliated school in Bangalore is demanding 20,000 for TC and not issuing Certificate. Principal is creating drama and very rude and shouting at me when I visit the school. She said me to go legally and she know how to handle. She threatened that I will spoil your kids future.
first of all make a formal request Mere principal requesting him to provide you the leaving certificate if you doesn't give you can send a legal notice and initiative legal proceedings in accordance with law but before doing that can you just clarify is there any pending payment you have to make to the school if so how much it is
