See either under section 448 or 452 IPC the victim does not get dislocated from his/her property. So, you need to elaborate on the 'restoring' you seek. Police makes a panchnama and the property is available for the victim to use after it.

No the victim cannot be restored by the police or otherwise because both the offences are non-compoundable and cannot be settled. If the material witness or eye witness donot depose against you in the court then in that case you might get an acquittal if the Public Prosecutor says to drop other material witness and the other option you have got is to go for quashing of FIR in High Court after settling the matter.
