can police officer or any state govt administration officer send a criminal to some other city, if jurisdiction of complaint forming in their own city also.

Happens a lot of time when an accused commits a crime in a particular place and runs away mostly in the direction of their home town. Police officers of the jurisdiction in which a crime was committed have the power to pursue an accused in other jurisdictions as well, even in other states.
