can police officer or any state govt administration officer send a criminal to some other city, if jurisdiction of complaint forming in their own city also.

Happens a lot of time when an accused commits a crime in a particular place and runs away mostly in the direction of their home town. Police officers of the jurisdiction in which the crime was committed can pursue an accused in other jurisdictions as well even if he is known to be hiding in another state.
