Dear sir, can I register a same fraud case in district and consumer court both.

Both consumer and criminal case are separate remedies. For the loss suffered by you due to the deficiency in rendering the services by the op to you, you can file the consumer complaint and if the acts of op satisfy the ingredients of cheating or criminal breach of trust you can file criminal complaint.
