can i lodge fir against unknown person/neighbor who is defame/mental harassment me without any reason. please suggest the legal way.
Yes definitely you can file the complaint. If any defame arise by any person or any harrassement done by any person you must file the complaint before the police authority and if the police authority Daniel to file FIR then file a complaint before the court

Mental Harassment is different from Defamation. You have not provided complete facts here, so difficult to advise you, if there is any case made out or not, however, taking hypothetical view, if your neighbor is harassing you then you can take both civil and criminal action against him, depending upon the nature of his act.
