can we file a FIR against the person whoes number, email id,bank account details are known but we don't know the person personally ?
Yes, of course you can lodge FIR even against unknown person also provided there must be sufficient cause to take cognizance then only you can. You did not provide full information about matter, why you want to lodge FIR

There are several offences and crime such as robbery and murder where police registers FIR against unknown persons as the victim does not knows the criminals..
