First you check the loan application and get confirmation that the agreement signed by you with the bank. And whether you agreement contains that the agreed interest can change according to the RBI guidelines you can not take actions against the said bank. If not so you can file a case before consumers forum for redressel

This is suggestion for you first u have to issue legal notice to the bank. You have taken loan amount and the bank is fixed EMIs on your loan amount. The payments made by you regularly or there is causing of any delays in case of the bank rate of interest automatically changed. If there is further grivances u have to approach griveance cell proper remedy.
