Can criminal complaint 190 crpc be filed without FIR

Forged will submitted in nclt .pvt forensic lab opines based on photocopy sign forged . Can I file criminal complaint 190 crpc directly without lodging fir . Or best way to proceed with this criminal complaint .

Dear querist, better file a police complaint first and if the police fails to conduct proper investigation and in case they refuse to file an fir then go for Complaint case under sections 156 (3) and 200 Cr.P.C.

Hello you must file a criminal complaint as it amounts to forgery and cheating you can also file Application U/S 340 before the concerned court initiating perjury for supplying false documents to the court.
