Can Closure Report Be Filed By Police ?

There was a incidence on which I have requested the court in 156(3) crpc to issue directions of registering an FIR , this is the counter FIR of the same incidence , Can police file a closure report ? as I think the police is favouring the other party

no police will only file the status report pertaining to the present case... police cannot file closure report in the present case as they have not investigated yet. closure report is filed in only those cases in which after investigation they don't find any evidence against accused
