Can a SC person be punished if he calles another SC person madiga?

what if an sc( mala) person called an sc madiga person with caste name (As madiga) . is it an offesence?

THE SCHEDULED CASTES AND THE SCHEDULED TRIBES (PREVENTION OF ATROCITIES) AMENDMENT ACT, 2015 is applicable only if the person who called the SC Madiga person by caste name is a Non-SC/ST.
SC/ST case will not be applicable in your case.
However you can file cases under Cr.P.C against the SC (Mala) person
