Can a person file case under Article 21 in case of danger to life

I had tried everything from high court to lower crt but the Acussed is a very powerful person with high profile links. So it seems that he is not arrested. So I came to know that in Art 32 one can file in Art 32 for ur fundamental violations and Art 21 right to life were my life is also in danger. Though my case is pending before the sessions crt and it is taking much time. So can I file in the Apex crt my case in Art 32?
Yes. U have to this writ petition very in initially stage of ur matter. When police not lodge FIR and the court is also not entertain ur matter u have to file it. But sir what is ur matter can u fully it discribe it as to we give u a good opinion
