Builder Money Fraud, sold to other party and refuse to give back

Dear Sir The builder cheated me of amt Rs.20Lakhs & filing complaint to police brought 3PDC cheqs of Rs.15 Lakhs with 3 months gap of each &police closed the case. I asked police to reopen case &recover 20Lakhs Rs. by complaint in CM-Cell but close with letter which builder &police prepared in language which I don't know, forcibly asked me to sign I deposited chq &bounced served legal notice138B, rcvd resp that I am sending illegal demand builder is not liable to pay.Kindly advise how do I get
