Arrest in case filed u/s 306 Indian penal code

Whether police can issue 41A Crpc notice against the accused against whom case has been filed u/s 306 & 511 of IPC instead of making immediate arrest of accused.If what police did is against law,what action can be taken against them.What are the options available to me in High court against accused and Police.If they are not following due procedure

police have to arrest the accused immediately. section 41A notice is not required when the offences are abettment of suicide and 511 IPc. please approach the high court against cops. you should be also aware summer vacation in both high courts are from tomorrow and your lawyer should move the vacation bench
