Applicability of section 65b of evidence act and section 4 of IT act

I just want to know, is certificate u/s 65B of the evidence act is required with FIR if the complaint is received in police station on WhatsApp and FIR was written on basis of that only. Applicability of section 4 of IT act may also be explained.

Once the FIR is registered the 65b certificate is given by the police official concerned only but if you have any materials which is of electronic nature in that case the Court may want for the same as a prerequisite for the admissibilty of documents .
