You definitely should not worry for change of Hon’ble Judges in High Court because this is a common phenomenon in our High Court; your matter would be heard by the present Hon’ble Bench; moreover now the Hon’ble Judges taking up anticipatory bail are very considerate you should definitely get relief from there. yes it can be filed .But the previous one has to be mentioned or else the whole matter will be infuctuas . When Judges transfer or reshuffle determination automatically changes . Petitions generally are to be submitted with supliments
