Based on the facts stated by you, the agent's conduct appears to constitute cheating, criminal breach of trust, and misappropriation of funds. The fact that he has recently returned a part payment of Rs.1.2 lakh may itself amount to an acknowledgment of liability. Before advising the most effective course of action, I would need to review the payment proofs, bank transfers, receipts, WhatsApp chats, emails, visa-related documents, and any other evidence showing the purpose for which the money was paid. Subject to verification of the documents, you may have both criminal and civil remedies available, including a police complaint and legal proceedings for recovery of the balance amount with interest and costs. Please share the available documents and evidence so that I can assess the strength of the case and advise you on the most appropriate legal action.

hi if he is not returning the money for work done and did not provide any admissions into course then you could send legal notice to him asking to repay the dues and if he is not responding to notice also then you could file civil suit

You should immediately issue a legal notice to the agent demanding repayment of the entire outstanding amount within a specified period, failing which appropriate legal proceedings will be initiated. In addition, a police complaint may be lodged for offences such as cheating, criminal breach of trust, and misappropriation of funds if the money was obtained on false promises. You may also institute a civil suit for recovery of the outstanding amount along with applicable interest and legal costs. If the agent is operating through a consultancy or any business entity, appropriate legal action may also be taken against the firm. Further, all relevant evidence, including payment receipts, bank statements, WhatsApp chats, emails, call records, agreements, and documents relating to the visa process, should be carefully preserved to support your claim.
