Accused not arrested and will not submit the charge sheet

i have logged an FIR under section 376 ,313 on 22 june .the cops havent detained the accused even though they know his location .They have already collected all the relevant proof against him .when i filed application for status io submited the status report we search for accused but he was not found in home no clue regarding him found,his anticpitery application dismissed by dwarka court but he applied for anticpitery bail in high court and where next hearing date given for status report .court order no Coervice step should be taken against him till hearing date .io will not submit the chargesheet .io will making ground for his bail always support him ,pls suggest me
Kindly first provide me d copy of FIR.
Second: is there any delay in filing of FIR
Third: provide me d medical examination report.
Than i can suggest you appropriately, without which it will be a vague attempt.
As of now u can oppose his anticipatory bail application before highcourt and try to procure warrant of arrest from the trial court and if didnt work file an application to declare him absconder.

You can ask the court to issue direction to the IO to arrest the accused on the basis of information available with you and also if you have whereabouts of the accused, you can seek direction fromthe court to ask the IO to accompany you when he tries to arrest the accused. Also if you think that IO is not discharging his duties properly, you can request the SHO or DCP to intervene in the investigation and also you can seek direction from the court for concerned SHO or DCP to change the IO.
