About Availability Of Charge Sheet To The Accused And Victim

Iam victim i have a doubt police give charge sheet to the court that court transfer the case to the another court . Now the case is not numbered yet. So i apply for charge sheet before 3 weeks i didint get copy . Advocate says that if it available only when the case is after numbering is it true? And i have another doubt is accused get the charge sheet from the first court is possible? Or is it available to him only from the court on which the trail occurs? Because first court transfer to another court now it pending there from which court he get the copy?
