A guy cheated several person on promise to give job ?

A guy running a NGO which provide job and shows that they are doing social work but take money from each person on the promise of job . they dont refund money if someone did not find job. without any receipt they are collecting money they refuse to return money although they did not said it before that your money will not refundable. so many people are trapped and thier money lost. i also file a complaint in nearest police station but they have not taken any action till now. what legal action will be taken against them.

you should file a detailed complaint to the police station and if it doesn't file FIR then you should file a consecutive complaint to the SP mentioning that police did not take action. if even after these two consecutive complaints FIR is not lodged then you may file complaint to the court.
