You can establish it along with an Indian person (individual or company). First you have to register an entity and then get about obtaining licensed and permissions. It is time consuming but possible.

Under the Immigration laws of India, a foreign national can commence a business venture in India when they possess a business visa.
Once a business visa has been obtained, keeping in mind that you are a foreign national to comply with Indian Corporate Laws you will be required to establish an Indian Company with an Indian citizen.
