Interstate bus operations agreements

Govt rtc have to take interstate bus opetations agreements between some states ,so is there any obligations in taking that agreements in the time of election code?
surely there would be some obligations in benefiting the people during the period of election code and the agreement is between some state corporations it wont effect the election code if it is with private party then the code would apply

interstate bus operation agreements are not prohibited under model election code. these are standard agreements where no new policies are framed by government. only new policy making is suspended under management election code
