A Private limited company not allowed to sell its shares in public .only a public limited company allowed to sell its shares in public by ipo. there is a whole procedure defined in companies act for selling or allotment its shares in public.
As a private company, you cannot seek public issuance of shares of your company. You will need to be a public company and also follow SEBI guidelines. As for selling shares at Rs. 5000, this cannot be any arbitrary figure..but must be soundly based on actual financial strength and valuation of the company.
