I can only guess cannot confirm the language put by you

It is trying to say that your offer letter amount had covered all your expenses enlisted by him and anything related thereto. Your appointment letter is governed by which law and your company is registered in India or outside. You are demanding for reimbursement and he believes all your expenses was already paid under the Salary which was offered.
