Without Bill Can We Fill A Complaint

I have purchased same jowar seeds packets for rs 550 in fertilizer shop and now same packets are available at rs 450 so my first published bill as missed so what can I do whether without Bill Can I fill a Camplaint
if you want to file a complaint before the consumer forum you should have a bill copy of both the bill that which you purchased and the bill which is now available for lesser cost. and also the packet to show the quality, quantity of the product are required to file a complaint.
