What to do when college is not issuing of degree certificate

I passed bachelor in hotel management in 2012. From Ihm Ahmedabad. I was about to receive my Grade card and degree certificate but it's been 6 years I have tried a lot but failed to get. college has a tie up with Ignou,so they are saying to get it from IGNOU,but there is no response from them. Both keep on saying it will be done.but everything negative. Every time I contact them they hand me over a new contact number.but no body receives the call till now. My future is spoiled. What should I do to file a complain against Ihm and IGNOU.please help.
you can file case against both institutions. you can also ask compensation. you can file civil suit for asking compensaion and you can also file complaint at consumet dispute redressable forum too.you are a consumer of iglo and ihm as you paid fees and they are providing educational services. you can comensation from both the institutes.
