What to do if courier company did not delivered my pan card

I applied for pan card and PAN organizations sent the pan through VELEX logistics services. when i see the status of the pan it is showing that pan has been delivered . But it is not delivered to me. I tried to call the head office of the courier services and local office as well . Nearly i called them more than 200 time in their working hours only. But they did not responded to me. I need some help to lodge complaint on them. This is not only me lot of my friends faced same issue with these VELEX logistics services. We dont why govt has tied with this type of courier services.
Initially yoi need to send a request to the IT dept mentioming your grievance. And if the problem is not resolved then you are at liberty to issue a notice to the courier services by mentioning the details.
