University not giving my mark sheet what to do.

Dear sir, Respectfully, I want to say that my problem related to Magadh University,Bodhgaya. And i want to say that i had appered in a three year degree course examination . But when final result declared, my result was showing witheld. I went to my college and told all my issue to Principle. He said don't worry your result will be published after scrutiny. After a month my result showing on online result portal of university and when i went to college for marksheet Principle said your marksheet not issued by university. I went to university and met Mr. XYZ who is an controller of examination. He said marksheet can't be issues because you gave a Part one and Part Two examination in same year. I told that's not my problem because i have Both Part on and Part marksheet and also Part third Online markseet. But he did't issued my marksheet. University is approved by UGC and i want file case on University and UGC. So i want advice on this matter.
