School not giving Transfer certificate

My sister completed 10th class from a school in Jaipur. Now we want her to take admission in a nearby school because her the school in which she is currently studying is a bit far. I went to ask for TC but they are not giving it. When I try to give them application, they don't except it. I have mailed my problem on their school website also. Now what should I do? How to take TC from them?
