School asking for fee when asked for school leaving certificate

My son studied in a private unaided school in Mumbai ( Bandra West). It is an ICSE board school and my son completed class 8 from here. I want to change school and requested for School Leaving Certificate for which school is insisting for fees of a quarter. My son is not taking classes for class 9 and I requested school just after getting the result of class 8. Request for a quarter fee is not justified. Kindly advise me on the matter as admission to class 9 is getting delayed. Regards, Nikunj Bharti

Well, if they have informed you about these rules in advance as part of their Admission Policy & as such, you have signed on the Document, accepting terms and conditions of their Policy & if it had been clearly mentioned on it, that, you have to pay a Quarter's fee on leaving this school & on taking admisssion to other school, then you are bound to follow the policy.
