Sale deed and layout plan mismatch, what should I do ?

HI All, I had purchased a property of dimenstion 20X40 in BDA approved layout developed by HBCS. But while contruction I observed that as per layout plan it must be 20X30. BDA organization si asking me to contruct only on 20X30 land. When contacted HBCS they say they have violated KTCP and used 57.5% as resindetial area instead of 55%, they have submitted modified plan to BDA for approval and penalty to regularize this deviation nbefore one year, till now it has not been regularized, CAN BDA legally regularize this"? Do I own 800sqft land as per sale deed or only 600 sqft land Owned Please guide me. Now I have stopped house contruction due to this issue from last month and paying rent and loan emi. Is there any provision in BDA to levy penalty to HBCS and regularize this changes?

Layout plan is used for location of site not for exact measurements .The site size is defined by your sale deed with neighbor site numbers mentioned.Some cannot bring in a layout map and claim a site size from it.
If someone can claim from a layout map then it should be checked across all the site and find out where is your additional 5' missing .There are chances of correction in the layout plan once exact marking are done but that has to be done before the sales happens
