Regarding Lifetime validity of mobile number

you may know that these days mobile service providers withdrawn lifetime validity without consumer consent, for those also who have exclusively paid and purchased this when offered by company.
I have also purchased this, when offered by company. After withdrawing of this validity, i have communicated to company for this through call, email, National Consumer helpline, CPGRAMS portal, but nowhere company replied properly. Company only replied with irrelevant reply. Nowhere even specified a single word about lifetime validity.
why TRAI haven't acted on this yet?
Can this case will stand in consumer court?
And TRAI can also made a party in this case?
Which consumer can be headed for complaint?
can this also comes under IPC, CrPC as there is lot threatening and blackmailing for unlawful exaction and extortion?
