Refund of registration fee not giving back.

I seeked admission to an aviation school and paid a registration fee(they said it is non refundable).But I couldn't arrange the course fee so I decided to withdraw my application and haven't joined the institution neither attended a single class.I would like to get back the paid registration amount,but the institution is telling that it is non refundable and they are not refunding the amount.Can I file a complaint and get my money back?If yes,how can I do it ?

You can move the consumer court. But you right depends on the terms agreed, if written. If there is no such rider in written form you can proceed. Plz note that 2 years is the period of limitation. After that your claim will not lie
