Online shopping portal not refunding money for goods not delivered

I ordered from online shopping site made a payment of 499/- by debit card But didn't receive the shipment, So I raised a request for a refund through email, They replied that it will be refunded to me in 10-12 working days But after a month now there are no refunds in my account. Please help so that I can take further action. Thanks

With reference to the query raised by you , yes you can approched the consumer court i.e before district forum, as there is deficiency in the services provided by the seller. To file consumer case against the seller , you need to provide all the documents along with application in prescribed format.
