what can I do if an international airline lost my luggage and online paying a small amount of it?

You should send them a legal notice of claiming appropriate remedy and and if they deny or do not respond, you can file consumer complaint against them at the appropriate consumer Forum having jurisdiction.

Dear Troubled Passenger,

Firstly, it is important to figure out whether you have purchased an insurance cover for your luggage or not.
If you have purchased an insurance cover then your case is stronger.
However, even if you have not done do, your remedy should be to move the Consumer Court seeking the money value of your luggage along with compensation for mental agony caused to you.
What is the monetary value of your luggage shall decide before which consumer forum shall your complaint lie.

You can file a consumer complaint for deficiency in service and also claim for damages suffered by you. Initially you can get a legal notice issued and depending on the response/non response you can decide on the future course of action.
