In respect to the lekhpal wrong behaviour and poor service.

I was reach to my mother's village for preparing the report of my mother's caste which is compulsory to upload when applying to the caste certificate in up for a married lady.So this report prepared under lekhpal of my mother's village.After wasting my two days finally the lekhpal was meet me and told me to give him bribe(more money which is illegal) for doing this work...I was request and ready to him to do this work for taking less money.So he said that I do your work properly in 1-2 days...but there is 20 days passes but he not give any response.And when I call him he say that I was not take any documents of your's and immediately cut the call and not pick my call again....so what actions should i take against him.....please help me....
